In response to your letter of 25 February 2002 in which you inform me of The Honorable J. L. Edmondson’s
request to examine all the papers that I wish to donate to the Hoover Institution, I hereby present to you copies of all such
documents except the Addendum III “Rules of the Judicial Council of the Eleventh Circuit Governing Complaints of Judicial
Misconduct or Disability”; I see no need to provide the Court this document which the Deputy Clerk, Ed McElhenney, so
kindly provided to me in his letter of 17 May 2001 after I attempted but failed to file my complaint.
For the convenience of the Court I have provided a table of contents of all papers that I propose to donate; these comprise
my complaint and all its attachments as well as all correspondence prior to, during and after the complaint and petition for
review.
Also, I wish to apprise the Court of my contact with the Hoover Institution. I
first met the Deputy Curator, Edward A. Jajko (pronounce Yayko), at the Hotel Washington in June of 1987, where he appeared
to address a reunion of the USS Liberty Veterans Association and solicit any and all items pertaining to the Liberty incident.
The Liberty News, the newsletter of the USS Liberty Veterans Association, has periodically repeated Mr. Jajko’s request
and two examples, photocopies of pages from 1996 and 1997 issues, are attached for your perusal. On 11 March 2002 I
spoke by telephone with Mr. Jajko and spoke in very general terms about the possibility of my donation of papers; I did so
mainly to confirm the information in the newsletter and made no specific reference to the nature of the material that I propose
to donate; I discovered that the area code is no longer 415 but is now 650. Mr. Jajko informed me that the Associate Archivist,
Ms. Elena Danielson, has top secret security clearance and presides over a secure area for documents requiring such secrecy.
I encourage the Court to make contact with Mr. Jajko and Ms. Danielson.

As a potential donor, I have the right to stipulate the scope,
degree and conditions of accessibility to the donated papers and perhaps the Court will advise me on this matter. In
general, my interest is to promote a better understanding that is conducive to justice and peace in the Middle East and to
remember and to honor the USS Liberty crew and help bring closure to all who have suffered as a result of the Israeli attack
on this US Navy ship.
Finally, I urge the Court to obtain a videocassette of “Loss of
Liberty,” an excellent documentary film about the USS Liberty incident; it is available from its creator,
